Sheikh Azahar Bin Sh Mohd Noor was an Assistant Director with the Department of Occupational Safety and Health (DOSH/JKKP) and is a Mechanical Engineer by background. He posseses a Bachelor Degree in Mechanical Engineering (Hons) from University Technology of Malaysia in 1993. His first employment was in a multinational company at Pasir Gudang as an Engineer. Then he started his service with The Department of Occupational Safety and Health (DOSH/JKKP) in 1994 as an Assistant Director and had spearheaded all units such as the Enforcement Unit, Investigation Unit, and the Processing Unit.
Some of his main duties in DOSH were to carry out the safety inspections and registration of factories and machinery, civil and engineering construction sites, boilers, unfired pressure vessels, hoisting machinery, safety audit, accident investigation, major hazard installation, industrial hygiene inspection, petroleum installation system and others. He also conducted the examination and testing for engine drivers (boiler and internal combustion engine) and operator crane certificate of competency. With more than 11 years experience, he became one of the most senior officers in DOSH Johor. Apart from that he had also been appointed as the Investigation and Prosecution Officer by the Senior Deputy Public Prosecutor and as the Public Relation Officer for DOSH Johor. He was given the responsibility as the Coordinator of Promotion and Training in the department. His duty covered a very wide scope including giving safety talks and training for/to the government bodies, higher institutions, banking and finance institutions, hypermarket, agriculture, theme parks, restaurants, National Institute of Occupational Safety and Health (NIOSH), FMM, NGOs, companies and factories around Johor.
Having attended various seminars and workshops organized by the department and private sectors in the area of Occupational Safety and Health, he was the main source of reference by his colleagues in the department. In 2001 he was awarded “Anugerah Khidmat Cemerlang” by the Ministry of Human Resources and in 2004 he was promoted as a Senior Assistant Director. He left DOSH/JKKP during the first quarter of 2005 to start Occupational Safety and Health consulting and training.Now with 22 years experience in OSH , he become a Safety Advisor to organizations, manufacturing, automation and construction companies and provides safety consultation on legal requirements, safety and health committee as well as preparation of DOSH documentation and approval, safety audit and preliminary inspection for boilers, machineries and factories, construction sites and workplace.
He investigates major and fatal accidents to identify the root cause and recommend control measures to prevent recurrences of similar accidents. Up to date he has investigated 35 fatal industrial accidents of various nature and has documented many HIRARC and accident reports.
A larger part of his Safety and Health career is also devoted to conducting safety training programs such as OSH Legislations, DOSH Procedures, OSH Management, Workplace Inspection and Audit, Basic Safety Awareness, Safety and Health Committee, Accident Investigation, HIRARC, Overhead Travelling Crane Safety, Personal Protective Equipment, Emergency Response Plan, Chemical Safety, Forklift Safety and others. So far he has trained and consulted more than 150 large and SMI companies nationwide.Sheikh Azahar is a qualified trainer for National Institute of Occupational Safety and Health (NIOSH), DOSH, SIRIM-University Malaya (Professional Diploma in OSH) , HRDF and FMM.
